if someone has a proven trading track record but wants to get experience on how a hedge fund runs to possibly set up his own fund, what is the best way in doing so?

What exactly is your proven track record? Your PA won't count, running an institutional book is very different.
Try and intern with a fund.
is it pretty rare for funds to take people in solely off their PA record?
Yes, although if you are as good as you say you are, you should be able to network your way into a few informational interviews and your investment ideas should prove to them that you know what you are doing.
Most ALL hedge funds don't give the new guy 10mm in capital and tell him to go for it.
Generally you work under a portfolio manager (do analysis he wants, hopefully come up with some trade ideas yourself).
If you have such conviction in your trading skills, save up a couple grand and open a margin account where you will get 4x to 5x your balance. Hell, I think Ken Griffin staked himself by maxing out a couple credit cards -- talk about conviction.
There are no hedge funds that will let you run money off of a track record in your PA while your in college. Try to get an entry-level job at a hedge fund and continue to pursue your interest in markets. Keep tradint hough and try to grow ur capital...think of your trading account as a business aside from the job that you have to take right now.
