Capital Market Volatility

So tomorrow I have a phone call with a F100 treasurer. Twice he has mentioned that he is preoccupied with the volatility in the capital markets. I would love to have some talking points regarding the capital markets, but I am pretty much a novice when it comes to this. I would definitely appreciate some perspective on the recent volatility in the capital markets from those who are more exposed to the variables at play here. Also, how will the current low interest rate environment hamper our ability to combat a global slowdown?

I did not realize that this would be an internal conversation. I just posted these comments in a related topic:

High volatility is usually associated with poor stock market performance. The underlying cause is probably excessive valuations. It may or may not have been triggered by corona virus. I have no idea where it is heading but I am concerned that the government may not be able to bail us out this time. I do not think that reducing rates from their already low levels will have a substantial impact on markets. The government has already cut taxes. What I do know is: poor stock market performance combined with the negative economic effects from the virus would substantially increase the risk of a recession.
