Well how does an airport make money? My guess would be the number of flights is more important than number of passengers because I assume airports make money by charging airlines for access to the gates. Airports can also make money from selling food and other items to passengers, but you would have to look more into that.
I assume they also make money from renting space to retail stores and restaurants
