Sent thank you email to brief informational/phone interview for an Open position.

Received something along the lines of "looking to keep in touch".

Am I rejected?

I definitely wouldn't assume you're rejected. I've found some bankers are just more enthusiastic than others, so you really can't read into it. For all you know, you'r their top pick. If anything I'd use it as an excuse to send them an "update" email in a week or two.
