BB in foreign country or strong local

I’m in between two choices, working for a US BB in a foreign country or with a strong local IB firm for a major local bank. For background, the BB firm in this country has minimal exposure and resources. The # of completed deals to date are very low compared to the local firm. Local firm has more “power”, way higher # of deals, etc. what should I consider in making such a decision? Its an entry level analyst job

Not US speaking Middle eastern country if that helps. There are no concrete data on rankings there.
