I think it’d be only okay to add people on LinkedIn at that level if you’ve worked with them during your internship or after you start full time and you know for sure they’d know or remember you from the job
If this is someone you’ve never met before, then do not add them on LinkedIn if they’re that high up. Send them an email instead.
