Do smaller groups in IB have diversity quotas too?

Read a post where someone said in a super day theyd move forward the candidates they collectively like but HR would always hand out offers to the diversity ones before anyone else, are these quotas in place for smaller teams as well at BBs/larger Mm firms ? For example a team with 2-4 analyst class size?

I think it would be hard for Middle Market firms to have rigid diversity quotas.  The pool of diversity candidates isn't that large to begin with and they all get scooped up by the top BB banks.  Diversity hires are definitely looked upon favorably, but in reality middle-market analyst classes are 95% white middle-class males.
