Genuinely, how bad is reneging?

Whether it's for an internship offer or FT offer, I can see why reneging may be frowned upon. But when people lateral after 1 year, are they still not under contract? Is that not equally as bad, if not worse, since now they have to find a more experienced candidate to replace you?
