I spoke to one of the HR employees at GS and she told me that due to a compliance matter GS have a quota for the number of people they can hire from PwC. It is very disappointing and ridiculous to hear that they have such a weird policy. Do you guys know anything about this issue?
if that's the case.. Would he/she from the Consulting division at PwC be eligible to apply? Or, should that person just change the company's name to Strategy& (Formerly Booz & Company) instead of PwC Consulting on his resume? Any suggestion, please?

If you changed the name of the company you work for (and it didnt get picked up in the interview process) and were offered a job you'd go through background, they'd realize right away you worked at PwC, and you would get your offer rescinded.

Look at their 10-k, PwC is their corporate auditor - causes potential conflicts of interest

You are going to just have to forget this one.
If you're good enough, they'll still hire you. It's not like having PwC on your resume will hold you back if you are what they are looking for.
Seems a bit premature to be asking this question so early on.
