How easy it to switch from Public Finance to regular coverage IB?

I got an offer for a MM Public Finance internship (junior year internship) and will most likely be heading their FT if I get the return offer. How likely is it for me to be able to break into TMT/Consumer/Healthcare/Industrials coverage IB at the same firm or a different firm?

Really depends on the bank as to if you can do it internally as well as the feasibility. A lot of places you'd need to wait 6 months to a year before you could potentially internally transfer, and even then if the PF team is on the capital markets side of the bank, you'll have an uphill battle. 

Best bet IMO would be to look at different banks and go through the FT re-recruiting process. Had a similar situation as you and was able to successfully recruit FT for coverage at a BB. There have been a few recent threads regarding how to navigate that process.
