BBs are not applied country to country - BBs are a term used to describe a bank's presence on Wall Street. And so while Soc Gen might be a strong player in France, it would never be termed a BB. As such, HSBC is not a BB - I'm unsure how they do in Asia in terms of ranking vs other Asian banks but they are nowhere close to being a BB in the US.
