This happens all the time. A company likes a candidate but he/she didn't survive interview process 1. So they decide to go a different route with you since, overall, you are a good candidate ("they liked you"). They wanted to keep you and are willing to give you another shot for a different role or different team. You were probably charismatic or otherwise likeable.
I had a similar case recently where a candidate wanted a role in our team but didn't survive the interview rounds. So we pushed him back to HR with a positive comment and he is now interviewing for another role.
