I’m going to recruit next cycle for banking and have a lower gpa (~3.6) but I’m an engineering major. Am I cooked for recruitment or will banks understand it’s insanely difficult to keep a high gpa in engineering.

Depends the school and depends how well you can explain it. It may cook you for some banks like EBs because even explaining might not do it. Some banks are more lenient but it'll take some work for sure.
