Is this cheating the system?

My friend is for sure completing the econ major, and he's thinking about also doing a math major. On his resume for recruiting, can he technically say "X University, B.S. Economics and Mathematics" even if he hasn't taken any math major-specific classes yet and can definitely switch to econ only? He's taken standard multivariable calculus and linear algebra, but no analysis or algebra, even at the intro level. I wonder if this is cheating the system because supposedly math is harder and might give you some GPA leeway during recruiting.

Has your "friend" officially designated Math as a minor? I would not put it on the resume until then. Doubt its a big deal, but you always want to be truthful.

He's genuinely interested in the material and will have actually completed about 2/3 of the econ major by the end of his sophomore year. He is genuinely interested in pure math and wants to earn the major, but is afraid it will kill his GPA and consume too much of his time.

Now, the majors are switched.. how does that look to you?

You can be interested in anything, but unless you start down that path, no one cares/gives a shit what your interests are.
