Projecting COGS in DCF

Rosenbaum and Pearl mention that, among other ways, COGS may be projected based on the expected volumes sold, given COGS can be driven on a cost per unit basis.

Isn't that one of COGS defining characteristics, i.e these are costs that can be calculated per unit?
