Public finance at top BB or IBD at low level BB for SA

So I have a couple of IB offers

One is for public finance at a top BB and the other is for General IBD for Lower BB(UBS/DB). I am debating which is a better offer, I know the Top BB has a strong internal mobility policy and in the past a few people have moved from the group to normal IBD. But I know that is like re-recruiting. 
 

The lower BB is just a general offer so I could network for a group like M&A or other top group.

My goal is to go into PE eventually and these are for an SA offer.

Which is a better choice ?
