Return offer calculus

Hi all, current SA here and was wondering to what extent does HR have a say on return offers? Reason I ask is that they organized a couple events for us where we all got visibly drunk telling us that we should “enjoy our time” before works starts. With that in mind, do these types of events have a significant say in your return offer rate?

Not at my bank. Team had 100% of the say.

Unless you mess up HR policies like harassment etc.
