Specific Class Grades on Transcript

Does anyone know what time EBs and BBs ask for your transcript? I've been digging around this question for a few months now and can't find a proper thread on the topic. Listing some background information on my situation below:

I used to be a Electrical E. Major freshman first semester and messed up in a class: ended up receiving a C. I ended up switching to business, and my GPA is on track to be a 3.9 (during sophomore second semester) with the classes I have scheduled over this summer and the upcoming fall semester.

So do BBs and EBs ask for transcripts? If so, when will my transcripts be asked for; will it be during final interviews? Or after I receieve the FT offer? Additionally is HR just checking GPA on your transcript, or can they flag specific grades and notify interviewers?
