You're likely on hold which could be due to any number or reasons (waiting for other offers to be accepted / rejected, issues with getting approval internally for the full-time position hiring, etc.) Would strongly recommend reaching out to recruit at other places now as a back-up, but wouldn't give up hope with GS. Follow up every week with your staffer and HCM until you hear a definitive answer, they have no incentive to move quickly so pressing them will help speed things along.
You are plan B for them right now. Sucks but it happens all the time. I was prideful and left my first firm when that was the case. Do as wvu said and start interviewing elsewhere just to make sure you're not caught with your pants on the ground.
