Timing For Networking For Sophomore Summer Boutique Internship?

Hi everyone! I'm currently a sophomore at a non target in the northeast. This past summer I interned at a search fund and now am looking to do anything in my power to get a boutique ib offer for this summer to position myself for BB's and MM's come junior year.

My question is, when is the appropriate timing to be networking for this? I may just take the cold email approach, expecting to send 500+ emails to get one yes. Is winter break a good time to do this or is that too late? Trying to keep my GPA where it is right now and I'd rather go all in on cold emailing during my break. I just don't want to be send out emails when a fair amount of boutiques have already handed out offers to some kids, but maybe it's not too deep. I'd rather start sending emails out today if it meant increasing my chances. Thank you!
