I doubt anyone will tell you which desks are at the "top" of the ladder; Citi is all about their culture and fit, so they're going to want you to choose the desk where you will get along very well with the individuals already there. You should also consider what you're planning to do as an exit opp- that would definitely impact the desk you want to work on. For example, if you're set on going into PE, you should probably consider Leveraged Finance due to the relevant experience you would gain there.
