You haven't given enough context for anyone to give you useful advice. That said "meets expectations" can easily mean mediocre depending on how your firm does reviews.
I don't know what you mean by "top bucket" but I'm guessing you weren't paid in the top 10-20% of your class at a traditional bulge bracket or eb
