Wells Fargo's HR Screen

Hope someone can shed some lights here. So I applied for a VP role in the CIB division in Wells Fargo in NY. When I did the search on its career website, it indicated that the salary would be 227k (not including discretionary bonus). However, when chatting with HR, the person indicated that the pay will range only between 120-150k, maybe a few thousands over 150k. Does this make sense? Even if I look at a lower ranked position and the pay is explicitly spelled out:

MO-Saint Louis: Min: $105,700 Mid: $151,000 Max: $196,300
VA-McLean: Min: $111,000 Mid: $158,600 Max: $206,200
MN-Minneapolis: Min: $105,700 Mid: $151,000 Max: $196,300
NY-New York: Min: $116,300 Mid: $166,100 Max: $215,900
NC-Charlotte: Min: $105,700 Mid: $151,000 Max: $196,300

The range is somewhere between 116 to 216k.

Is the HR simply low-balling people? Hope someone with the experience can help out.
