What does it mean when a banker reaches out to you?
Someone at a bank reached out to me for a call saying they reviewed my resume. Is this a first round interview or is it just closer to a coffee chat?

If they are reaching out to you, it's a 1st round phone screen. Bankers aren't going to be reaching out to you just to network. Most likely a mix of conversation, behaviorals, and technicals but depends on the bank.
