3 weeks, no call

I did an interview 19 days ago for a role and I still haven’t heard back - I have followed up with HR 8 days after the interview and they said they will reach out once they have a decision.

For context, it was a final round interview which I think went well, and it took them about 4 weeks to get back to me last time.

Do you guys think I should follow up with HR again even though I have already reached out once? How would you interpret the long wait as a signal of my chances of success? Any help/advice is appreciated, I’m going crazy over here!
