Applying for Jobs In Different Cities Without Intention of Moving

Is it a viable strategy to apply to jobs that I want in a different city without the intention of moving there and hoping they would be flexible with location?

There is a lack of roles that I want in my city but I see some postings in different cities. I want the job but don’t want to move. If I can prove myself, I’m thinking I could maybe work remotely or on a satellite office in my city.

My assumption is that employers are more flexible on location post-COVID and may actually care about the quality of the employee rather than the location. Plus, I could always travel infrequently to the headquartered location if needed.
