Appropriate time to reach out?

So in early October I interviewed for a banking internship through OCR and ended up not getting the position. After, I spoke with the man who interviewed me and he said he thought I did great but since I am only a sophomore, it just came down to the numbers and they weren't able to offer me a spot. Now, the same bank posted on our campus recruiting site for the same position. The guy I spoke with who interviewed me is really likable and we made a good connection. Should I reach out to him to say that Im interested in interviewing again? If so, how exactly should I say it?

Long story short: interviewed for internship, didn't get it. 3 months later, same position is listed again on OCR website. Should I 1) apply again? 2) reach out to the guy who interviewed me to express interest being that he has voiced that he thinks highly of me. 3) what exactly do i say to him in the interview?

What do you have to lose in this situation? This is not a robotic sequence -- this guy is a human being too (I'm assuming you are one). Sounds like you had a good back and fourth with him, good job. Go ahead and apply again, reach out to him and see what the deal is with this new listing. You can spin the original rejection as motivation to improve yourself further for the same position.
