European ERs with constant rotation

Hi all, looking for some ideas on companies that I should be applying to.

Background: quant masters, CFA L3 candidate, non-target school/country (the closest even mildly relevant city to me is Stockholm), got 1 YOE from a boutique debt fund (doing due diligence on small caps globally).

My current understanding is that my only way to get into ER is by (1) having the necessary language requirements; or (2) going through a graduate program. Looking for companies that have (2) or don't have (1).

My only good ideas currently are

 * VL Kempen (Amsterdam-based, (2) applies and some positions are manageable English-only), and

 * Kepler Cheuvreux (Paris-based, (2) applies and some positions are manageable English-only).

Any sort of boutique ER places like Exane appear to have zero rotation. These are largely EU-based, I'm fine with a UK/Ireland role if that's the only place where I can get a lick.

Optimal goal is to take ER experience and eventually move into a role at Millennium or a similar employer.
