Getting my foot in the door.

So it's like this. I'm a sophomore and I would define my school as a Semi-Target, and I have a pretty attractive GPA and extracurriculars as far as I'm concerned. I know that I interview fairly well when given the chance, the issue that I'm having is that I seem to have an issue with even getting preliminary phone interviews. I've applied to 30 or so internships of all levels and the one I figured I had the best chance with passed on me. I've known that getting an actual IB internship or even a "BB sophomore Leadership program" would be extremely difficult. My question is, what should someone from the outside looking in do to make my profile more attractive to increase the chance of me even getting dinged? and would networking with my school's rather large alumni network reap me any benefits for this summer? next?
