High Prerequisites or an incompetent HR person

Hey everyone

I got this job posting for an analyst/recruiting process at a top BB. The job clearly states it is for an analyst, but after reading the prerequisites, I was confused by the several years of FT experience at an IB or advisory firm.
Is it normal for investment banks to hire people with 3 or more years of experience for M&A analyst positions (or whatever that means several years)?
Or is this a case of HR incompetence?
