IB Analyst Programs
I think I may have missed the boat for top analyst programs as I am about to graduate college without any internships. Since I am assuming NYC programs are the most difficult to get into (how much easier is it to get into IBD outside NYC?), I might try for banks in different locations because I want to still get the education. My question:do the BB offices in other locations have just as good training program with just less exit opportunities? What about non-BB?

The answer is it really depends. However it is really late in the recruiting process even for non-BBs. Since you are planning for more education, I would suggest the best bet for you is to get a two-year or one-year and half master program so that you can do a SA in BB IB(if you are so determined) in between and hopefully that would get you a spot in the full-time analyst position. If I stay an extra year of undergrad for an econ major, how likely would it be that I get into a NYC BB IBD SA program the summer before I would do a masters of finance the next year? This is one option I am considering, although it would not be easy.

I was pre-med up until a few months ago
This really isn't a valid excuse. You should have SOME form of experience - research? Even if it's not an 'internship' per-se you need to have worked in something.
A good friend of mine for instance was pre-med like you until junior year, changed to Econ, and now works in a top bank with a top group (GS TMT/MS M&A). He got there though cuz he had experience, and was involved on campus.
Do you have any of those at all? If not, a different industry, MSF programs, or a start 'somewhere' to a top MBA might be your best bets.
