If you went to a top undergrad, is going to low ranked grad program worst than not going at all?

Let's say you went to Harvard for undergrad. People would say "Wow, you went to Harvard". But then if you went to a CUNY grad program after Harvard. You are then in the same league with the people in your graduate class who went to A CUNY for undergrad. So, in the eyes of a recruiter, is having a Harvard undergrad degree only in your resume better than having a masters degree from a CUNY?

The problem is it's not worth your money unless you're completely fucked, MBA can be seen as a way to switch professions. I actually would not even bother to obtain one if I went to a top 10 unless I absolutely needed it to advance my career.

At that, going to a low ranked program is definitely no because it will'nt help advance my career.

Some MBA programs starting salary are actually less than my current undergrad starting salary.
