Is it already over? Breaking into IB London from EU non-target

I am currently a senior in high school, next year I will hopefully be studying in the Netherlands (since going to the UK is not an option with Brexit prices.) I have an EU passport but pretty much everyone told me it's already over because I will be at a non-target uni in the Netherlands and will not be able to get a Spring Week or Summer Internship over Visa issues and other. Is this true? Any advice? What can I do to improve my chances and breaking into IB London? are there other European cities worth investigating?

Check out UCD or Trinity in Dublin. Regularly sends students to IB every year
