depends on whether you're using either one as a launching pad into something else. finance will be much more related to banking, where ops will probably give you more exposure to trading if you get the right placement within the division.
I was actually in both programs at JPM: the Operations program for my sophomore summer, and the Finance program this past summer. The finance program definitely places you into better roles within the investment bank, such as strategy and planning/analysis. You also are able to network with various CFO's of the firm.
The only reason that I would choose operations over finance, is if you would be in their Prime Brokerage business. Otherwise, finance is definitely a better area and provides better exit opportunities. If you get in the right group through the finance program, it can set you up very well for full time IB.

Is JPM finance the banks corporate finance or is it retail banking? I would chose ops only if you were working in a branch.
It's probably corporate finance. This is really a no brainer. Finance.
