networking internally and getting ghosted - is my approach okay and is this normal?

i'm working at a large financial institution and have been slowly reaching out to people that i could find from linkedin, sending them an internal email, with the ask of getting advice, guidance, and the not said out loud intent to eventually pivot over to their side of the business.

so far, i would say i have a pretty good conversion rate from internal cold email to getting a coffee chat but have also been completely ignored/ghosted by some other folks and i don't know if maybe i am doing something wrong in my emails or if this is just the nature of it?

i've networked externally in the past (not that much) and have had 50/50 success but maybe i might be sipping the kool aid thinking the 'we are one big family' mindset internally would yield a near perfect response/meeting rate.

i typically send an email, with my resume, introducing myself, what i do/what part of the company i am in, and ask to learn more about their experiences, seek advice, and ask to meet when it is best for them.

thoughts? has this happened to you and if so, how do you go about it? i never send a second email if I don't get a response and i won't lie and say it does feel a bit worse when getting ignored/ghosted by internal folks.
