Depending on the scenario, I'd say yes. If this is a person you had a phone/in person conversation with and it went well and they offered to connect you with more people (and it seemed genuine) then it is okay to follow up.

Given this: 1. Did you follow up with the person after your initial conversation where they offered to connect you with more people? 2. How long has it been since your initial, and last, contact with this person?

Certainly don't send them an email a day or two after sending the first one. If you've talked to this person, followed up after your conversation thanking them and asking them to connect you, and haven't heard back wait about a week or so. If you talked to them, they offered to connect you with people, and you never followed up and haven't heard back then you certainly can't expect them to do so without some of your prompting.

So again, dependent on the situation, but I'd say most likely it's appropriate to follow up so long as you are being smart about it.
