Recruiting question - Non-target school

I've been researching to find summer internships available for 2012 and have found many which have online applications accepted until march of next year. I'm at a non-target school so on campus recruiting is non existent, and as I've seen many people are already having interviews and offers from the company's based off on campus recruiting. Is there other viable options to land an interview other than simply to submit an online application and hope for a phone call? Also, are these positions generally filled before the application deadline? I'm taking my Series 7 test in December and had planned on waiting to apply until after I've passed for resume purposes but if it would be more beneficial to submit my application now then I would rather do so.

Thank you I appreciate all the help,

if you are from a non-target school and you are sending in an online application, then your chances of them (assuming reputable firm) getting back to you is less than .01%. start networking asap so that you can get your resume to the right people before all positions are filled.
