Should I flame my internship manager?

I received my mid internship survey asking if I’ve had meaningful conversations with my manager. Normally I’d lie and write about how great he is but…

Today I sat my mid internship performance review with a manager who I’ve spent less than a cumulative 3 hours with over the previous 8 weeks. (Long vacation and he sits in restricted area) Prior to the convo I’ve been given nothing but great feedback from my vp, associates & analysts but the manager effectively said “in the few times we’re interacted your vibe hasn’t been right so I don’t want you on my team”.

Everyone under my manager who I’ve worked with and spoken to has said I’ll have no issues getting a return offer… but I’ve quickly gone from being the longest hour working intern to now feeling disgruntled and looking into applying to other programs. Pls advise.
