Skip the hirevue via referral?

Can a referral allow you to skip the pre-interview (aptitude tests / hirevue)?

I've heard of some people who got referrals and ended up getting interviews without doing hirevue or aptitude tests, and those were internships, not senior positions.

Does this have anything to do with the size of the firm (small boutique vs. GS, MS) and the position of the referrer (MD vs. Asso)?

What role does referral play in the hiring process? Some people still haven't gotten an interview even though they have a referral, or vice versa, and there's no bonus for successful referrals for internships. 

But all the major forums or youtube channels talk about the effectiveness of networking like crazy, but few have answered this question specifically.

Absolutely fucking bombed my Hirevue and still got an interview at GS/MS and got an offer. I did have someone senior vouch for me
