I followed up with HR about SA last week (it had been the 3rd week after the interview at which they said they would have a decision). They said they would contact me this week but it is midday Friday and I have heard nothing. Is this some sort of test? Should I follow-up AGAIN??

No, I would leave it alone. I hate to be discouraging but if its really been this long then (1) something has happened to the position - ie they no longer need SA or (2) you're not their guy. Either way, move on.
