Vague HR situation

I am about to finish my PhD and now going through a grueling interviewing process for a middle office associate job with a BB bank: 2.5 months ago phone interview with vp 2 weeks later interview with 5 team memebers (analysts to EDs) 3 weeks later interview with 7 team members (associates to EDs) 2 weeks later interview with MD 2 weeks later phone interview with "their recruiter" after which I was asked for my I-20 (international student) so that their lawyers can "take a look" and "review" and it has been radio silence ever since (about 2 weeks), I sent an email to confirm they received it and they didn't even respond to that!

This is my first interviewing experience with banks, and I have no idea where I stand right now. I assumed that after being contacted by the recruiter that I have passed the interviews and am being accepted, but nothing explicit has ever been said. Why is it taking so long? could they be waiting on other more preferable candidates to accept/reject their offers?

Thanks for the reply, I did and they said that they were reviewing the hiring plans for the role. what the hell is that supposed to mean
