I am not sure how many internships there are that you could do (check for off-cycle internships), but there will be only very few and there will be a lot of people competing for them with relevant experience and a target school on their resume.
No, I don't think it will be easier, because of mediocre grades from a non-target.
Just start networking right now and do as if you live depends on it.
Why are you set on IB? How do you know you want to do it so badly? Money? If it is for money, then I advice you to REALLY think about it again. A 100+ week can SUCK.

Why do you want to go with a firm other than the Big 4? The pay is pretty shxtty, considering the hours, but that seems to be the typical path for a lot of accountants.
