What does "good news" mean coming from a recruiter?

HR of a company I had interviewed me reached out from no contact of 1 month after the final interview. I received an email from them recently claiming good news and that they would contact me. It's been a few days and still no reply...

 
 

Unfortunately, I think you're on the waitlist. The fact that they didn't respond right away with an offer of some sort should indicate this. If you just filter through the threads for "HR doesn't respond", it should give you this impression.
