Can I choose not to withhold taxes on RSU’s

Ignore the title, but I have restricted shares vesting shortly, and without asking why would I choose not to withhold tax is it possible to pay tax at a later date instead of 40% being withheld immediately at time of vesting.

If this is possible what would I have to do to choose this option.
