How are tech employees perceived in commercial banks?

As a person very interested in the tech space, I check out WSO as well as other tech forums such as HackerNews, tech related subreddits on Reddit, and professional forums like Blind. Although many banks are hiring more to fuel the teams behind tech products, I see a general sentiment that in financial firms tech is considered "fungible talent". I was wondering what your views were on the significance of technology in the space we are in. This question is not limited to commercial banks that I am in, but would love to hear what the views are within other firms like IB. Personally I think tech products have become the main POC with the consumers, and the quality of the tech products are heavily determined by the talent building them. Are tech employees "fungible expenses" that should be minimized at all costs?
