Is Canada's situation with government owned pension funds something unique to Canada?

As many who are familiar with Canada's financial industry will know, some of the biggest PE players up here are part of pension funds. CPP and PSP for federal pensions and the many provincial pension plans such as OTPP for Ontario, Caisse Depot for QC, AIMCo for Alberta, and probably a few others I'm forgetting.

All of these to my knowledge (or most of them) are state-owned corporations (crown corporations) meaning that most of the private equity in Canada is in some form controlled by the government.

I was wondering if Canada is unique in this aspect or if any other country has the majority of its private equity operations run by government entities. There's not much info online but I can't seem to confirm or deny if any other country apart from Canada has actively managed investment management and PE belong to pension funds to such an extent as we do.

I thought about this a while ago, and came across some research done by McGill university regarding why Pension Plans in Canada were so successful. as far as I can remember they made conclusion that the govt’s decision to building in-house investment operations (rather than outsourcing), keeping these pension plans operating at arm’s length, and attracting top talent is the reason why Pension Plans are able to succeed in Canada.

P.S. not sure if this is unique to Canada or not.
