Always. That's the whole idea - it's not part of a defined timeline / process, so recruiting is just ad hoc whenever places have a need. Off cycle is just what most companies call "hiring".

There will always be someone hiring, but maybe it's a smaller recruiter, maybe they interview candidates slowly over many months, maybe they decide they don't need anyone after all, etc, all of which contrasts with on cycle where it's an annual stream of x spots being filled
