Cover Letter Addresses for Multiple Locations

Goldman's Summer Analyst program provides for the possibility to apply to multiple locations. In what way do I put the address on the Cover Letter in that case? I mean I guess I could write down all three addresses of the three different locations, but that seems redundant to me. Further, I have had contact with one recruiter only, and I guess the Cover Letter will be read by different recruiters in each location. So should I address the Cover Letter to that specific recruiter or rather use a boring and generic phrase like "to whom it may concern"? Because I guess its weird if you are addressing the Cover Letter to someone, but at two other locations the letter is read by other people.
