i'd put education at bottom and use m&i format, your bullets are way to confusing, use columns or something. why did you underline stuff? i'd take it out, also your skills/exp i would either merge with that clusterfk under education or splice education into the skills/exp (there is no exp or skills in that section, just certifications it seems)
