A resume is a marketing document in which you want to present yourself in the best possible way. The goal is to get in the door for interviews.  Not putting a GPA on your resume may raise some red flags but putting a GPA of 2.0 would raise even more red flags.  I would not put a GPA of 2.0 on the resume.  I would leave the GPA off the resume or put the major GPA is it is higher and it includes a reasonable number of classes.      

 

I would second the major GPA part. I had a similar set of circumstances starting out, but thankfully my major GPA was 3.7 so I just listed that and not my overall which was like 2.4.

I just listed it as the GPA and let them ask the question of major or general if they wanted to. If they did ask, I just (correctly) pointed out that I was there to study economics, not rehash U.S. history courses or learn about Cezanne and his paintings.
